Passionate about Canadian and Quebec politics, he is an effective popularizer who, through his charisma and personality, knows how to interest all audiences, even in the most complex subjects.
His duties and leadership within interest groups have led him to work with many civil society organizations, in addition to developing a solid expertise in political representation. His time at the Juripop Legal Clinic as Director of Communications gave him experience in media relations, particularly in a crisis management context. Prior to joining TACT, Julien was a senior development and partnership consultant with Canada's largest student group insurance provider. His many involvements earned him a spot on La Presse's 2015 list of the 30 young people under 30 to watch in Quebec. His volunteer role in public and government relations for a philanthropic organization also got him recognized as one of four promising young people in this field by the Les Affaires newspaper in November 2017.
Julien holds a Bachelor's degree in Industrial Relations and a Law Certificate from Université de Montréal. He is also a member of the Ordre des conseillers en ressources humaines agréés, a field in which he has acted as an advisor to managers in the education sector for nearly 3 years. He is the Executive Vice-President of Force Jeunesse and sits on the boards of directors of Clinique juridique Juripop, Jeunes Premiers du Théâtre du Nouveau Monde and the Association du jeune Montréal.
He holds a PhD in political sciences from Université Laval and specializes in statistical analysis as well as the study of electoral behaviour and public opinion. His expertise in data analysis covers a wide range of advanced techniques that allow him to make the figures speak for themselves and to extract the best intelligence. He is a creative analyst who knows how to adapt to the needs of his clients.
He also completed a bachelor's and master's degree in applied political studies at Université de Sherbrooke, where he developed several skills related to public affairs, such as speechwriting, preparing for debates and meeting facilitation. He had the opportunity to exercise these skills during the spring 2012 student strike, while he was president of the Regroupement des étudiantes et des étudiants de maîtrise de diplôme et de doctorat de l'Université de Sherbrooke.
Before joining the TACT team, Charles had the opportunity to collaborate on several major projects, such as Compass - Quebec 2014, and to act as a consultant for various organizations. His interest in popularization and knowledge transfer also led him to become a lecturer at Université de Sherbrooke, where he teaches statistics and Canadian and Quebec politics.
