Passionate about politics and public affairs, Julien stands out for his communication skills and multidisciplinary expertise in public and government relations. In 2019, he was ranked by Infopresse as one of the 30 most promising young communicators in Quebec.

His duties and leadership within interest groups have led him to work with multiple civil society organizations, in addition to developing expertise in political representation and crisis management. In his various mandates at TACT, he has acted as spokesperson for one of Quebec's largest investment projects and led international press relations efforts. He is noted for his involvement in many social causes. In 2015, he was included in the list of 30 young people under 30 to watch in Quebec in the daily La Presse. In January 2019, he was one of only four Canadians selected by the US Department of State to participate in a leadership program to develop his network and his knowledge of American political and economic issues.

Julien holds a Bachelor's degree in Industrial Relations and a Law Certificate from Université de Montréal. He sits on the Board of Directors of Théâtre du Nouveau Monde, Force Jeunesse, Juripop, ENSEMBLE pour le respect de la diversité and Association du jeune Montréal. He is also Governor of Fondation Émergence.
